全面梳理林业碳汇金融研究、概念和产品,深入分析林业碳汇金融发展面临的问题,并提出解决方案,以期展示林业碳汇金融全貌、破解林业碳汇金融发展瓶颈、促进林业碳汇项目和林业碳汇市场创新发展,助力我国生态文明建设和碳达峰碳中和目标的实现。采用文献研究法、定性分析法、描述性研究法、案例分析法等归纳林业碳汇金融已有研究成果,阐述林业碳汇金融相关概念,归纳梳理林业碳汇金融产品,总结林业碳汇金融发展存在的问题,提出探讨林业碳汇金融发展瓶颈解决方案。创新点如下。首先,指出不同研究对林业碳汇金融概念的区别根本在于"如何理解林业碳汇金融与绿色金融、碳金融的关系,如何理解林业碳汇金融与林业碳汇交易的关系",进而界定林业碳汇金融概念,阐释林业碳汇金融概念和森林碳汇金融概念的关系。然后,将林业碳汇金融产品分为林业碳汇交易、林业碳汇市场融资工具、林业碳汇市场交易工具、林业碳汇市场支持工具和林业碳汇金融创新产品 5 类,并结合案例对各种林业碳汇金融产品的概念、特点、难点、问题等进行了说明。最后,建议完善创新林业碳汇金融产品并充分发挥产品组合功能,出台政策推动建设林业碳汇金融体系,在科学管理的基础上有序推动林业碳汇金融市场化,鼓励金融机构发挥自身作用。
It comprehensively summarizes the research,concept and products of forestry carbon sink finance,deeply analyzes the problems facing the development of forestry carbon sink finance,and puts forward solutions,in order to display the overall appearance of forestry carbon sink finance,crack the bottleneck of development of forestry carbon sink finance,promote the innovative development of forestry carbon sink projects and forestry carbon sink market,and help China's ecological civilization construction and the achievement of carbon peaking and carbon neutrality goals.Literature research method,qualitative analysis method,descriptive research method and case analysis method were adopted to summarize the existing research results of forestry carbon sink finance,elaborate the related concepts of forestry carbon sink finance,summarize the financial products of forestry carbon sink,summarize the problems existing in the development of forestry carbon sink finance,and put forward solutions to explore the bottleneck of forestry carbon sink finance development.The innovations are as follows.First of all,it points out that the difference between different studies on the concept of forestry carbon sink finance lies in"how to understand the relationship between forestry carbon sink finance,green finance and carbon finance,and how to understand the relationship between forestry carbon sink finance and forestry carbon sink trading",and then defines the concept of forestry carbon sink finance and explains the relationship between the concept of forestry carbon sink finance and forest carbon sink finance.Then,the forestry carbon sink financial products are divided into five categories:forestry carbon sink trading,forestry carbon sink market financing tools,forestry carbon sink market trading tools,forestry carbon sink market support tools and forestry carbon sink financial innovation products,and the concept,characteristics,difficulties and problems of various forestry carbon sink financial products are explained in combination with cases.Finally,it is suggested to improve and innovate forestry carbon sink financial products and give full play to the function of product portfolio,introduce policies to promote the construction of forestry carbon sink financial system,orderly promote the marketization of forestry carbon sink financial on the basis of scientific management,and encourage financial institutions to play their own role.
